The government would do well to spend a substantial portion on the intelligence apparatus, although it might not necessarily amount to much if there isn't a coherent political system and body in place throughout the entire country, or at the least, the recently liberated areas or shabaab infested parts. Meager as it may be, I can imagine how tricky it must be to budget the federal governments funds.

The federal government should really give no ground for allegations of corruption to arise. Thwarting graft and corruption should prove easy with such a paltry amount of money.

there are other sources who cover the mps and half of the civil workers.

Really simple, I would get an army of about 20,000 young healthy soldiers, pay them a salary of 6,000 a year, which comes out to be 120 million, the rest I would use to buy technicals and light arms. I would then be able to totally take over all of Southern Somalia and militarily defeat Al Shabab or any other force. Then with that security I would be able to tax Somalia, and then that is when real revenue would come in and start to rebuild Somalia.

$500 a month is excessive and unnecessary. Families live comfortably back home with just $200 a month. Paying them $250 would be fair. You would even find loyal people who would take $150 per month. How much they are paid isn't the issue, but rather not being paid at all that is

Turkey, norway, qatar give her a budgetary support per month, there are other countries who provide financial aid through the developmental organizations like china, japan, there are some who are about to offer funds like the UAE and saudi arabia.

They receive a budgetary support of $45m per month.

Their mostly internal income comes from the mogadishu Port and airport, 6m per month.

I would put around a 100m into security and training and this also includes intelligence. The 1/2 of the 100m for health and emergency programs such as distribution of aid etc. The rest would go into paying gov workers, education, infrastructure and projects.

I would build some prisons. Prisoners would work in factories and produce goods which shall be imported. I am baasto let us rebuild the economy.
