Agreement concluded. Barre Hiiraale will enter Kismaayo.
This news is just in.
Him and his boys have accepted to finalize the Addis Ababa accord and enter Kismaayo. He has with him about 1600 boys and they have just left Goobweyn to be greeted by the PM, IGAD envoy, Ethiopian envoy, Sade Elders Council who came back because of him, and members of the Jubba transitional maamul.
For 5 days, Barre and IGAD/Ethiopia/FGS/Jubba maamul negotiated about even being able to negotiate because Barre said the Addis Ababa never even took into consideration Sade concerns so he is not beholden to it

After the negotions, these agreements were reached
1.To respect the Addis Ababa Accord
2. Kenyan troops cannot be seen in the city of Kismaayo and security taken over by Burundi and Sierra Leone (Kenyan troops will be in Airport AMISOM base or outside city)
3. Barre's troops will not be disarmed but integrated into a one Somali National Arm Force as they are together with Jubba Maamul troops (the Commander of the Army Gen Abdirizaq has arrived in Kismaayo)

I support this, the worst thing that could happen was another war resulting in more deaths and destruction.

Kudos to the PM Abdiweli for seeing this through, kudos to the Goobweyn, Jubba Admin for compromising. This was all headed for a zero sum game. Political maturity is whats needed.

From what I understand the entire leverage and result of the outcome depends on the men who were sought (Goobweyn/Barre) and how they bet and exacted the conditions they wanted.
But there is an element of truth that all sides compromised (for example I doubt Madoobe wanted Barre to get all those conditions and from what I understand revenge is so strong in Barre's mind that talking to Madoobe is the greatest compromise he can make).
I will say, in many cases it is hard for people not privy to the details of live negotiations to receive the most accurate picture but if the PM ever had a strategy with this end goal in sight---then kudos to him as well.

Ofcourse, but at the end of the day it was not IGAD, AMISOM, UN who brought the two sides together but it was the PM. Therefore as the facilitator He definitely deserves credit. If He never came to Kismayo what happens? Status quo. Of course Barre deserves credit also for the very reasonable demands. Suldan Yarrow's role was instrumental too.
In My mind the true clowns in this were Awlibax, Cali Madoobe.

Cali Madoobe, Raadeer, Fartaag, Ugas Mohamed Hashi.
Aw-Libaax is an honorable man. He broke ranks with the whole thing and never went back to Kismaayo since Kenya went to war against us last June. He has consistently been opposed to the administration since.
Cali Madoobe and Mohamed Hashi only jumped ship for personal reasons, long after Kenya's massacre. Two goons.
As for Fartaag and Raadeer, they got bought plain and simple. They never even hid they were in on it for any other reason so no comment.
As for the PM, he functioned the ways dictated to by his principles and for that he deserves my respect. I will never support him on a single thing again, but I'll always respect him for stressing his individual interests to the degree witnessed.
In any case, God's plan works in the end and I hope a durable peace ensues.

The reason I said that about Awlibax was because out of all of these guys combined He is the one who gave Madoobe the most legitimacy even more than Fartag. His portfolio as Chairman of Ahlu Sunnah was instrumental in Madoobe being recognized. I can't believe that He didn't know enough about the reality before He vociferously advocated for Him. The entire ballgame might have been different if He withdrew support. He eventually did but it was too little too late.
As for the credit dispensation its not really important and the situation is still not equitable. That said, the truth is Sade has some serious issues to sort out among themselves.

The killing of sade elders and business men will stop now once Barre hiiraale enters which is a good thing but raas kambooni and Ahmed madoobe should be held accountable for all the killings which took place. Fartaag should face the clans justice like Saddam's son in laws faced th clans justice in the 1990s when they betrayed Saddam.
