Not entirely sure but I do know that many of the students wont be from the capital. They will study here and go back to their homes to put their skills to use

OK. It is perhaps funded by an NGO or bilaterally. In any case, building schools, colleges and hospitals is what Somalia needs.
I do hope that the "medical industry" is regulated; we have the problem of unqualified doctors (even if they are qualified, they do not work according to the code of ethics), pharmacies that sell useless medicine and laboratories that are not worth the name.

Somali medical personnel need a code of ethics. They are known to treat their patients disrespectfully. They just want to profit from their patients they don't care much.
