The centralist dam jadid project is failing mainly bc of the people in xamar not having the capacity to over come al shabaab and corruption/bad governance
There is a big civilazational gap indeed between the modern state and our social and economical levels!
the centralist slogans were far from reality, as soon al shabaab was removed only from 10 districts, there were no altarnatives except ethiopia/IGAD/amisom!
Instead of waiting bank reformations and collective salvation why not let the "municipalities" get the funds for themselves so they can deliver basic services as "transitional strategy"?
I don't think its times we can think of a political ideologies and empty national slogans!
