How many federal states should there formed?

So yeh, how many states should be formed roughly?
Personally, I believe Banaadir should be exempt from creating it a state, it should be be similar to District of Colombia.

Somaliland/Khatuumo is not part of this, so yeh please refrain from derailing this thread, thank you.

All very good in principle......but realistically speaking......not in our lifetimes.
There should be SW state (inc S/Hoose), J/Land, P/Land, Banaadir state & the remainder to be included in a Central State.

No one knows how the federal states will be formed and how many but as for political settlements/interim admins there should be 5 by december.
