It is, but the problem is it's not consistent, that building is probably owned by one person so it's not like the others will reflect a similar style.

Yeah I know thats the problem..... but can the town council (if one exist) create and enforce rules about where to build and what building types are permitted?

The cultural capital doesn't even exist to think that way. Sure some institutions exist but nothing significant.
