villa somalia has a lot of power but it needs a local power, it must have all the local support and againist al shabaab, they once concentrated only on the central clans ex daraawiish but that wasn't enough.

now because of lack of local support, mostly in mogadishu wich gives them an insecure image, they are trying to use ethiopia not against but to influence on the kenyan project and to make it an ethiopian project

There's no actual state that controls the people, there's no law of code, every tribal leader meets the diplomats, african leaders, thus, out of a political consideration, they are letting these countries free

Once every thing got institutionalized like the articles I posted, it will become a real permanent state with legal and diplomatic powers

As for the political consideration, the regional countries control the somali political life besides having security cards such as being targeted by al shabaab, though having legal power to remove them, there's no alternative national security solution. So, you need to fix yourself and be careful in your dealing with these evil countries
