Press Statement: United States Government Welcomes Baidoa Conference Three-Region State Agreement
June 23, 2014
U.S. Special Representative for Somalia (SRS) James P. McAnulty welcomes the June 23 signing of an agreement between the three-region and six-region state Southwest conferences to pursue a three-region state solution to include the regions of Bay, Bakool, and Lower Shabelle in southern Somalia. The United States commends the leadership of both conferences for their constructive work and diligence to find a compromise following weeks of reconciliation talks. We also recognize the critical role that the Federal Government of Somalia played in facilitating dialogue between the members of both conferences.
“The United States welcomes this milestone agreement and will continue to encourage and support all parties to work to reach consensus on a solution that not only promotes inclusion of all clans in these regions but promotes peace and stability. We look forward to continuing progress towards establishing an administration and agreement on statehood by all parties,” stated the Special Representative.
The United States Government remains a committed partner to the government and citizens of Somalia and will continue to support Somalia's path towards a peaceful, stable, and prosperous future."

Great compramise. At least there is a semblance of hope now that the Southern 6 regions will get some form of permenant regional institutions, and the only areas left will be Middle Shabelle, Hiiraan, Galgaduud to find a regional admin for. This is called the Somali Federal Government for a reason and it is Xassan Sh and Abdiwali's job to Federalize the Country by 2016.

Military-wise(federal policy) gedo has still connection with baydhabo
This agreement was done localy unlike of the jubba agreement so it gives more recognition to the govt.

lol true Gedo Has a connection with Baydhabo, not because of SFG 'Policy' but because of Ethiopia and Ethiopia becoming more active in Gedo, like they are in Bay/Bakool, while Kenya is active in the Jubbas. Regionally/Politics wise Gedo will always be connected to the Jubbas.

Yes gedo just like baydhabo has more connections with ethiopia but there's a defence federal policy goes like this; banadir to be the HQ of the two shabelle command, baydhabo to be the HQ for gedo, bay anbd bakool, kismayo for the two jubba etc
This means the federal policies are different than the local affaires, army is a federal affaires the cammander can hail from any region even if he hails from the locals he takes his orders directly from the govt.
Wich is why I see the federalim as a joke atleast in south-central somalia for these years.

The 'Federal Policy' for Culusow is AMISOM/IGAD and whatever they say goes. Don't talk to Me about a SFG 'Defense' policy because policy means nothing if You don't have the means to implement it!

If you can't control the army then you have no power, the govt can also influence "the local affares" such as the elections.
Already, this "culusoow" is signing oil deals that are not even in the south!
Govt dosnt work like that its about legitimacy wich is why I said to you mogadishu is more powerful than damascus who has no legitimacy

This Gov has not shown they can influence anything. Jubba got recognized against their wishes, they are mere spectators in the clan war in Shabelle, even in Baydhabo unilateral maamuls were declared and they had no choice but to recognize them (read latest 3 state heshis). The only place the Gov has any influence is Xamar.

Murax it is my belief that the people of Bay&Bakool suppourted the 6 gobol proposal in order to get lower shabelle.
They say "we want all six gobols no negotiation!!"
Then the federal gov begs them "please take these three only"
and they say "okay"
It was all a ruse to get control of lower shabelle

tgs, this whole luh gobol maamul ku xaar was not made to get shabelada hoose but to destroy jubaland. The funny thing is Madoobe nunoow lih gobol president was talking about kismaayo last night while Marka is being held by thugs under the SNA killing innocent women just 48 hrs ago.

Yup, I said this from the beginning, and this was such a simple strategy I am absolutely shocked that people are slow enough to not realize what they were doing. They knew all along, that Gedo/Jubbas was a pipedream but they had their eyes on L Shabelle the whole time. Always negotiate high, so when You compramise You get what You were targetting in the first place. Now they were able to get Culusow/SFG to say 'okay, haye haye have L Shabelle' and they accepted it as a 'Compramise'. Well done D&M
