Ethiopia reclaims her Hong Kong (Djibouti)

It was just months ago when I told my Isse friends that the end is near and it would be wise for the Isse to safe themselves by joining the rest of their brothers in Salel (Lowya'ado & Zeila) under Somaliland. I presented them with the following map and frankly while it was widely endorsed by the Ethiopians whose interest was to reclaim their Afar, the few Issa friends made rattle noises.

They failed to foresee Ethiopia's new plan to reclaim what they believe was rightfully theirs. Ethiopia believes Djibouti is their Hong Kong and it was leased by Atse Menelik II to the French but to ensure the region never drifted away he ensured all roads led to her including important railway that he approved.

Now Ethiopia is interested shifting the economic center from the Issa dominated Djibouti city and its Doraleh port to the northern Afar area including Tadjourah, where its building a mega port. It is the first of many to come that will dot all the way to Obock.

Ethiopia's new policy is economic integration and eventually "One Country, Two Systems" policy.

Today Ethiopia is 100 million nation while Djibouti is 640,000 nation. Very soon it will import its own workers into Djibouti since "Djibouti will not be able to provide all the skilled labors at the many ports, entries, dry docks, etc for Ethiopia's massive demand."

The Issa in Djibouti and Ali Sabieh will now join Shinile as opposed to Salel and SL.

Djibouti has failed to address factors such as capacity, constraints and frictions, and connectivity more than anything. One reason is that Djibouti is neither the source nor the destination of most of the flows that it relies upon.

THE plan for economic integration devised by Djibouti and neighbouring Ethiopia could ultimately lead to a kind of political unification between the two countries. During the last few weeks, certain Ethiopian dignitaries have hinted at it and one of them even went so far as to utter “a single country with two chiefs”.

Ethiopian desire to secure its Djibouti port outlet is nothing new and some people in Addis Ababa have been talking about “an obligatory merger” with Djibouti for years. So far this trend has been latent but is now coming into the fore, because President Ismaïl Omar Guelleh (IOG) needs an Ethiopian umbrella in various sectors, including that of guaranteeing his immunity when he is no longer in power.

WEAKENED PRESIDENT

The Djibouti president was born in Dire Dawa, Ethiopia, and owns a house in Addis Ababa. He is beginning to show his age (he is 67 according to his official birth date) and his health is not what it used to be. He is currently getting over an operation at the Val-de-Grace military hospital in Paris and he is losing his mobility. Moreover, the traditional Independence Day garden party on 27 June was not held this year, the first time in decades.

During the military parade, all measures were taken for him to make the least possible effort: IOG did not even get up to return the salute of the commanders of the parading troops. Nor did he appear on 21 June at the Hotel Kempinski for the presentation of Djibouti Vision 2035, even though it is under his High Patronage. The government, and in particular finance minister Ilyas Moussa Dawaleh have been working on this project for many years. Finally, the cabinet meetings, which are normally held every week, are getting further and further apart.

NO SUCCESSOR IN SIGHT

IOG has several times reiterated that he will not run in the 2016 election and his state of health suggests that this will indeed be the case. However, from 2006 to 2009 he had also promised that he would not amend the constitution so he could run for another mandate, which he did finally do. At present, he does not give the impression of being particularly keen to prepare a successor.

The best placed potential candidate for his succession, presidential secretary general, Ismaïl Tani, from the same Issa/Mamassan ethnic group as IOG, is at the moment not in the good books of the highly influential First Lady Kadra Mahamoud Haid.

In the event of choosing a non-Mamassan, the most likely candidates would be Ilyas Moussa Dawaleh, former health minister Abdallah Abdillahi Miguil, and even the Afar Prime Minister Dileita Mohamed Dileita. But such a change would probably produce strong tension inside IOG’s party Rassemblement populaire pour le progrès (RPP) – an opportunity that the opposition coalition still lying in wait, Union pour le salut national (USN), would not fail to seize. Thus, whether IOG stays in command or hands over the helm in 2016, a turbulent political time is in store and Ethiopian protection could be necessary for him.

Furthermore, France and the other western powers present in Djibouti would not intervene militarily to support the regime, unless there is serious foreign aggression.

ECONOMIC MERGER

Many of the companies operating in Djibouti do not want to hear anything about a merger with Ethiopia, as they fear that Djibouti could move from its quite open economic system at present to the frequently more protectionist approach of Ethiopia. However, the current infrastructure projects (railways and roads, for example) favour increased economic integration and good political entente between the two countries.

Ethiopia depends on its neighbour for its trade to transit and is extremely wary of Djibouti becoming destabilised by radical Islamists or Eritrea.

Djibouti, for its part, has become dependent on Ethiopia on several counts: importing electricity, attributing land in Serofta in the Oromia Regional State to cultivate cereals for the Djibouti market; another land concession near Shinile (eastern Ethiopia) to extract 100,000 cubic metres of drinking water a day and the construction of a 70 km aqueduct to Djibouti.

The firm MAI Resources International (Switzerland) AG chaired by the Swiss national of Kuwaiti extraction Rashad Shawa is working with the Djibouti authorities on this particular project. Djibouti could then sell the water from Ethiopia on to other countries in the Gulf of Aden.

Any kind of military attack on Djibouti would be blocked by the European french, Djbouti is virtually a french protectorate. Besides Ethiopia wouldnt do anything because Djiboutians are subservient puppets and would do anything the Ethiopians ask.
Djibouti decided to join Somaliland would make the Issa more vulnerable, if Ethiopia did not gain direct access to a port even under such a circumstance they'd simply invade Hargeisa and occupy the place in a very short period of time; thats when they could use the colonial papers of the papers and justify an annexation of the land of Issa. The Issa in such a case would be committing suicide by joining Somaliland.

they're already taking high risk of getting killed via tahrib.
could you imagine if the internet didn't exist.
the suicide statistics within the isaaq clan would increase 1000% due to not having the ability to vent their hatred and frustration anonymously.

Djibouti needs to be annexed by Somaliland. They posses greatest danger to Somaliland

we all know that darood mothers start teaching their children from the age of 4 about clans and tell them to hate other clans. Darood is poor, worthless because allah is punishing them of their constant cuqdad and fitna spreading. Always sucking the ceeb of somali enemies, remember your people are being hunted down by south africans, striped naked aand bashed to death with rocks

Lol I would like to see them try. If wishes were wings you dooros would've effed off back to what rock you crawled out of. Ciise would be have no voice or power if if they decided to join xabash. Whereas in SL they would have representation in an actual democracy and not a dictatorship posing as one.

The darood in Zambia,malawi and south africa are some of the wealthiest Somali people. The reason they are being killed is because they have pushed out the indians and they are paying for assassinations as retaliation.

You guys failed to grasp this one. Estarix is so far off it's not even funny. Before Djibouti was renamed Djibouti, it was the French Afar & Isse territory. Ethiopia is interested in the Afar part more than the other side. Afar north has access to sea outlet and the current port under construction is under Afar rule and Afar territory in Tadjourah just south of Obock.

That will become Ethiopia's main port and eventually the Afar will unify under Ethiopian flagship. There is nothing the French can do if its domestic movement. Ethiopia is not going to invade it. There is no need for that. It will takeover by integrating the small region into her much larger region whose population is estimated at 300 million by 2030. There is nothing the French can do. Eritrea already occupies part of the Afar Djibouti territory and the French did not intervene.

The French is over rated and has no mandate to get involved in local issues. It's main concern is its installations. Ethiopia is not threatening that.

Djibouti is gone guys and the Issa could have saved itself by offering the Ethiopians the Afar section and uniting their region with the rest of Issa under Somaliland's Salal region.

But now Ethiopia will have Issa Djibouti under Shinile and Afar Djibouti under Semera.

Hmm interesting but its not very attractive to give the Amxaaros a sea out let , its better if we annex all of the ciise and canfars instead of giving Xabashis more Land they already have so much land that belongs to us.

That doesnt matter, the cisse would rather stay independent and they are secure at the moment as the French are virtually guaranteeing them. In a case of a conflict the overwhelming military mismatch would be show itself. Ethiopia has millions of expendable soldiers, a far greater budget and economy to resource and sustain a war, in addition having hundreds of armoured vehicles and tanks, likely hundreds of aircrafts, thousand in artillery, a much more efficient logistic system. Somaliland overglorified militia would be steamrolled in a short period of time. They would also not need to conquer all of Somaliland, just capture Hargeisa and force the leadership to do their bidding. Once the 15,000 Somaliland trained soldiers are eliminated the leadership would probably come to the table anyway.

Hawdian@ you are right in that Ethiopia can gain access access to the sea by just annexing the Afars. And the Afars can be reunited with their Afar brothers in the south. But your scenario where the Cisse will willingly join Somaliland (atleast at the present time) will never happen. And when a time does does come where an overzealous ethiopian administration will move against Djbouti, i think the French will avoid putting any boots on the ground and Ethiopia will annex all of Djibouti in such a situation. But the political ramifications will be huge and a country who lives off subsidiaries and aid wouldn't get entangle themselves into that. The present situation is perfect for Ethiopia, so i doubt they'd make an effort to move from this position.
