Why Federalism WILL NOT WORK south of Galkacyo

Some seem to think that federalism can be applied everywhere and succeed everywhere.
I disagree, I believe that federalism needs something very important to succeed in a somali region.
It needs lack of diversity. Everything south of Galkacyo is a total mess in terms of territory.
Clan based federalism becomes exponentially harder the further south you venture, e.g lower shebelle
It is simply too diverse. But take a look at the west bank of the Juba, the diversity ends abruptly.
Puntland and Jubaland are special cases, they are the exception, not the rule.
