You are making out that Puntland wrote the constitution. It weren't Puntland that suggested the two region requirement. This whole process has nothing to do with rattling Puntland. If the government wants to alter the constitution they can do so. You are making out that Puntland owns the constitution.
This whole federal formation is a sincere process for the vision 2016. Since Somalia adopted the federal system it is time for the government to finalise it. The only time people can reject federalism is during the public vote for their constitution.
