Somali politics is just one big game of the Price is Right. This guy is just the latest contestant on the show.

These flip flopers (albeit important) mean little, at the end of the day its what the lost Dhulos want collectively. However what is confirmed today is that Siilanyo is a failure even by Somali measurements.
