Humans will engage in corruption if there is no fear of the law.numerous scientific studies have shown that humans are more likely to do bad acts and cheat when they believe there is less chance of being caught-not because they are more pious. Nobody has ever being prosecuted for corruption in somalia.and there is very little scrutiny by way of media, etc.uk politicians were cheating their expenses for years.soon as the media found out, there was a public frenzy and that stopped.unfortunately, vital instutions responsible for watching and scrutinising these activities are non existant.baasto, educating fools free of charge.
