I like Khalid's thinking and he should go through by gaining capital funds. Buy small block of land, experiment, bring your cousin, then uncle, then corporations.
It is long term plan.
On such occasion, I like to kick-start the eastern project; The Bali Guud II. It can be our eastern folks busy and those not inline with Khalid's views. We do not all need to be on the same ship sailing to the same destination. We should go all directions but bring the fruits home

A lot of water is lost between the lands between Sahil, Togdher and Sanaag. Millions of gallons of water each year make their way to the ocean from here and thus we need to dam that water. We can start with medium sized bali. First two years our focus should be damming some of that water and using it to create wetlands that will in the future enhance the dam's abilities to catch water. We should introduce birds and plants to reinforce it. We should not allow nomads to use it for the first two or three years until we create sustainable wetlands.

Once we reach the vegetation and creation of the wetlands, we can create a series nearby dams for nomads and their livestock. All nomads are to become members and all are to be registered including the number of heads of animals they have. Each year they can contribute few animals to the project as a form of insurance.
