the govt plans to have bilateral relations with ethiopia as soon the security was restored

Its up for ethiopia if she don't want bilateral relations but mogadishu has big geopolitical cards and its for the interests of the ethiopian ruling minority to stay close to somalia otherwise geopolitically somalia will be aligned with egypt and asmara

Sahal u can start using geopolitical cards when u have control over Somalia and you have no longer foreign troops on your door steps along as Ethiopia and kenya have troops in Somalia. The Somali government is not free. Diplomatically it can go far but if it is being crippled by Ethiopia Kenya politically there is no use. Ethiopia uses the IGAD card in Somalia its Amisom card In Somalia and it furthers its own interest. Somalia government cannot object to Ethiopias will. Once you are politically free from kenya and ethiopia u can use your diplomatic muscle. You can use diplomatic muscle to get leverage on Ethiopia in the near future or to free your self from them politically. But you cant be a regional player when the country is in ruins.
