Yes you can use your foreign credit cards and it gives you money only in dollar

when I was in Kampala Uganda in 2009 the whole city has only 3 cash machines. cash machines are not a sign of progress but they do display a sign of stability and a functioning ecomonomic market.

In the picture the machine has logos such as Visa card. When I go back I will try out of curiosity.

Remember to inform your bank you're travelling, otherwise they wouldn't allow it anyway and the experiment would go up in flames.
