Why did Jubaland briefly declare independence?

According to a referenced piece on Wikipedia, it stated that Jubaland declared independence from Somalia briefly in 1998. Can anyone give me more detail as to the reasons behind this move and the subsequently quick u-turning.
Following the ensuing breakdown of central authority, General Mohammed Said Hersi "Morgan", Barre's son-in-law and former Minister of Defense, briefly declared Jubaland independent on 3 September 1998. Political opponents of General Morgan subsequently united as the Allied Somali Forces (ASF), seizing control of Kismayo by June of the following year

Any one can edit Wikipedia, there was nothing called Jubaland in 1998. Morgan only controlled Kismaayo and in 1998 he was chased by Cayr and Marexaan. Cayr-Marexan alliance never declared independence of Jubalnd. in 2006 ICU took control of Kismaayo and 2007 Ethiopian troops and Mj millia led by General Afgaduud took control of the city, after the ethiopian withdrawl from kismaayo in the end of 2007 mj millitia was chased by Mariixan led by Barre Hiraale. in mid 2008 Terrorists led by Ibrahim Afghan and Hassan Turky took control of the city. Today Ahmed blackei and kenyan apes control the city but not declared independece. Only Somaliland have declared indepence so far.
