With So many banks we will be able to take Loans, Somalilanders will no longer need a cash to buy house or a car all you need is to sign a Mortgage and grab your key ! .

Wonderful News Thank you Dahabshil the SL government the Dahabshil group has done a great Job in Somaliland in investing in the Motherland this will be the head Quarter for the Dahabshil banks all over Africa , great stuff , i see every one was present at the opening.

It is for NGOs to use not local people. I heard in Hargeisa there is cash machines where you can withdraw your money using your Visa, Mastercard etc
from the west.

Not good news at all, to have a private bank without some sort of government regulations and guarantees of deposits and without clear cut agreements on its function its basically a tribal naas-nuujis for that Xaar Shiil oligrach.

Wrong. Why would they prevent locals from using it? NGO's?
lool a Bank will refuse to hold your money? I have an account and so do my fam, who are locals.
If you have the minimum $15 you're good to go.

Apparently there is one, however I haven't looked for it/heard of its whereabouts.

This is not good news at all. Private banking is the last thing we need. This just allows dahabshiil to have an even tighter grip over the economy, or non-economy.
Real progress = Hargeisa fully paved with roads and pavement or having a water/sewage networks.
