Maybe he's looking at the long-term prospect. Being a citizen of the US or hanging around in Kenya (if he's Somalian.) But all the same, I think experience is the best teacher. You've done your part.

Knowing how Somalis were always treated in Kenya (even worse after that Shabab event a while ago), can you really blame people want to leave Africa and at least get a decent passport from a Western country? I heard about a lot of Maryooleys who left the West and are having businesses in East Africa and after a year or two they go back to the West. They're traveling back and forth (probably juggling between family and business) and at least they have better options and are doing great. But when you're a qaxooti in East African, or better, have a Kenyan citizenship and you're Somali, you're just at the mercy of corrupted cops/officials and have to do business by bribing your way through every door. That's hell & I would do the same thing if I could pay tens of thousand of dollars to go to a Western country, at least to get better papers that will give me better options in life.
