why not ? of course yes they can. some qabiils or some ethnic groups are more powerful and they actually control others. in ethiopia the tigray rules there. in Djibouti the ciise waraabe rules there. in somaliland the isaaqs rules there. in kenya its the kikiyu. in puntland the majeerten rules there. in kilil the ogaden rules there. in yemen the houthis rules there. in syria calawis rule, in moqdishu the abgaals represent somalia although they dont have actual power just because they own the capital. there is one dominant group in every region of the world. just because your clan is or ethnic is weak does not mean others can not control others.
