MOGADISHU, Somalia, February 26, 2015 (Garowe Online)-Somaliland’s separatist administration has confirmed delay in talks with Somalia Federal Government on Thursday, Garowe Online reports.
Somaliland said in a statement that the talks will kick off in the Turkish city of Istanbul on March 1, unveiling shift from the date scheduled for the dialogue in the course of Djibouti meeting.
Yesterday, negotiating teams representing UN-backed central government in Mogadishu and breakaway Somaliland region left for Turkey-brokered negotiations.
Somalia President Hassan Sheikh Mohamud and Somaliland leader Ahmed Mohamed Mohamud (Siilaanyo) agreed on 7-point deal under the auspices of Djiboutian President Ismail Omar Guelleh on December 21.
The two sides emphasized the significance of the talks, saying remarks and actions inconsistent with the dialogue process should be refrained at all COSTS.
Somaliland declared its independence from the rest of the country as de facto sovereign state in 1991 but it has not been recognized internationally yet.

Mogadishu only wants the talks to remain on cooperations issues, not willing to take it to the final levals

These niggas are stalling it on purpose and notice how there is always a delay before each meeting? They talk about useless shit like piracy,terrorism, etc. but they avoid the elephant in the room. If the current government had any spine they would stop these useless gatherings all together or force them to discuss the serious stuff.

Just got the info that somali govt got too much southren issues and wants the talks to stay in terms of cooperation and what can work for both sides internationally but is not willing at the moment to enter or talk about the deep issues like independency or unity
I also read refusing other international or regional involvements such as IGAD except for djibouti
On the other side SL wants the talks to reach quick solutions for both sides, obviously wants to get independence sooner than later
In mogadishu, there's a new political orientation, a lot of people from the oppositions have been absorbed in the govt and each one is bringing the other specially the pm he seems more influential than his regional cousin like we have seen his mate in the opposition ali khalif meeting them
There's some theory of two of them-him and cousin- having different agendas, one has political card and uses opposition groups to strengh his position and the other has regional agenda
This is why they appointed him to encounter the other besides his relations with the international organizations
Hassan has short time and he started pleasing every subclan in order to get extension of two years
This pm is different than the former one as he shares with them the same interests interms of financies and extension
Westreners were looking for some one who's not close to the president that why they opposed halane but after the cabinet was reshaped many times they started cooperating better, atleast the big guys r missing.
When he first formed his cabinet-in a congratualation event- they told that they feel this is not his cabinet
The reason is bc they don't trust the president and they r fearing that he will not emplement the vision in order to stay longer
My point is all these new groups and individuals who r landing each day share the same interests and will benefit from this closeness and all the president will gain is extending his term bc if the westreners see that there's no traditional opposition-non islamists such as badiyoow and ala sheekh- to this out of the govt and the parliament-also wants to get extended- they may change their position.

Sahal thanks for the full insight saaxib really appreciate it i knew that the Somalia side never wanted other mediating teams to join with the exception of Djibouti because they trust IOG and others perhaps not , thats a smart move, because mediation is in the interest of SL.
Even if the Mogadishu government wants to continue cooperation it has been close to 4 years this year or next year there must be some break through or else all those efforts and warm speaking was for nothing. But looking from a Mogadishu perspective ofcourse for them its oke to prolong these talks i understand that even what is at stake for them and perhaps hassan wants to stay until 2018.
But even if that is the case he has to deal with Somailand one way or the other , letting the talks fail is also an option . IF VISION 2016 IS NOT achieved on time this will look bad on Nickolas kay and the IC will look different on Somalia with the exception of the Arab countries and the whole federalism process and finalizing all the deals that was made in Somalia will be hard to implement for the authorities in Mogadishu along with the regional states . Even though that is a Domestic Somalia affairs bare in mind the Somaliland government is nearing elections time both Parliament and Presidential elections actually for both the talks are very important for Somaliland the talks are important if they achieve something BIG in the next round talks they can use that to get extension the kulmiye government wants 2 years extension , but they have to score very big in the next round of talks or even before 26 june 2015. Where as damuljadid is afraid and cautious if they concede to much they cant rally their opposition either way both sides some way or the other have to mention the elephant in the room. There's no political stability in the south and there r many factors who r behind behind the changes
Most of waqooyi mps and politicians were/are aligned with the former pm
Basically they got rid of him bc of the support from two southren camps
Bc of the timing and the opposition to a new pm supposedly to come from another southren camp being still there, they took another orientation
These people r stakeholders now and have their own political connections
We lost a lot of powerful ministers and its now about the president continuing
So, since you believe to reach a solution with mogadishu, you should have had opposite policies than your regional rivals not launching the same policies on the media and clans
If this govt goes, the next govt will negotiate on other stakeholders being part of it!
If others were in your place, they would have influenced their 4.5 share in the cabinet and the parliament some how from behind the doors, we want this and not that then have a woqooyi lobby in there to keep the political balance and stability in there

Sahal Somaliland is being accused by Somalia media for destabilizing Somalia imagine if we were supporting Dirtiy woqoyis and try to use them even though they cant be used by multiple people they are owned who ever is in charge in Mogadishu. But even if we did that your Media would go mental. Can u explain further on what you mean opposite policies of your rivals. Somaliland has no policy towards Mogadishu it doesnt meddle behind close doors or in the open what policies did our Rivals Adopt assuming u mean Puntland is the rival?

Since its you who decided/accepted to reach a solution with mogadishu as suggested in london conference, you have to contribute to the peaceful atmosphere and political stability
I don't like to pinpoint the things but you know there r regional powers who r against it and make changes in there at the same time they wanted to change the govt
Take example for khartoum, the man who started the negotiations was ali osman, the vice president and the leader who replaced al turabi in the ruling party
There was a lot of splits in the govt and changes
The southreners have asked and pressured ali osman to stay in his position to make sure that the agreement will be implemented
US govt has supported this and osman has benefited from this internationally till 2013 when he was removed-or resigned as he says-
Agreement was reached in 2005 when south sudan became autonomy and they gained independence in 2011

Oke i understand so you say that the Dir WOQOYIS in the south should oppose cumar buur and galaydh alliance but how can that be when DIr mps in the south are beyond our reach. Isnt HSM in a more superior position than Cumar buur, how is cumar buur relevant in Mogadishu politcs?

So in order to re-unite the party they decided to remove this guy who was the cause of the problems at the same time incase the president was hijacked-wanted by international court- they made the vice-president another general who hails from his clan to fill the power in such case otherwise the army will take over the power!!
The new leader of the party will become the vice president if al bashir disappears
Very dangerous educated folks!
During this era, the southreners have pressured ali osman to stay until the agreement was implemented
