I don't speak Russian but looked as if he was harassing the hijabi woman because of been Muslim where the other one could have been understood as couple arguing.

sxb whether it was domestic or religion harassment, a women was being abused. no one stood up for the non hijabi

But it does make a difference to people who intervened.
A couple arguing is not the same as a stranger harassing a woman because she is a muslim. You can even hear the man make a point of her been muslim which enraged those who come to defend her.
