The only status mentioned in the Provisional Constitution:
Article 9. The Capital City of the Nation

The capital city of the Federal Republic of Somalia is Mogadishu. The status of the capital city of Somalia shall be determined in the constitutional review process, and the two houses of the Somali Federal Parliament shall enact a special law with regards to this issue.
Some would have us believe that this status which is just exclusive to Mogadishu also includes Banadir, the region. This is Mudullod talk and is false. To extinguish such talk our nations capital boundaries should also be based on its boundaries that existed before 1991.

The thought of entertaining our nations capital coming under any exclusive regional administration control is ludicrous. With Mogadishu on the equation a merger between Banadir and Middle Shebelle will not be happening anytime soon.

As for the "two or more" constitutional merger the debate between Puntland vs. Galgadud/Galmudug merger. The winner would be Puntland. Deadly arsenal on its side: Garowe Principles, the Provisional Constitution, etc.
1. Federalism - Establishing the Federal States (Garowe Principles I)

a. We recognize the Puntland state is a founding federal state and was an existing state upon the adoption of the Transitional federal Charter in 2004.

...thought Galmudug was recognized a key to that recognition was fulfilling all the requirements for becoming a full federal state as stipulated in the transitional Federal Charter (the previsions stipulating two or more regions coming together).

1. National Constituent Assembly (Garowe Princeiples II)

e. The Committee of Experts shall review the Constitution and ensure that the power relationships between the states and the federal government are enumerated and the new Somali Federal Constitution shall be harmonized with the existing state constitutions.

Add the list to the recent split of Mudug region into North and South ratified in Garowe by none other then Hassan Shiekh on March 2, 2015 in accordance with the deal signed by former Prime Minister Abdiweli Sheikh Ahmed Mohamed and Puntland President Abdiweli Mohamed Ali in December.

The squeeze on central state just gotten tighter.

Look at what I highlighted now go back to the constitution and carefully pay attention to the amendments on ratification and a few other hidden clauses and if u really are smart which am sure you are will than figure out a few beautiful contradictions and ohh btw there is multiple versions of the constitution

The Original Provisional Constitution seats in Puntland's parliamentarian library for safe keeping. As for the one you folks spread your feces on in Xamar, well you can shove it where the sun don't shine.

Xamar has one also and so does Kismaayo and every other shithole village in Somalia. You Diaspora people are really bunch of idiots and watching Universal or Marfish Fadhi Ku Dirir stories don't work in Somalia :)

The spirit and intent of the Provisional Federal Constituion of the Somali Federal Republic remain strong in Puntland.

As delineated in a draft memo released by the government of Puntland, about twenty five articles of the PFC have been changed, altered, amended or distorted by Mogadishu. Some of the changes, for example, finalizing the status of the Capital City, or the requirement for 40,000 signatories as opposed to 400,000 to engender any amendment, are significant changes to the original contents of the PFC. Additionally, the legal process for corrections, change or amendments to the constitution was gravely violated.

Somalis and non-Somalis alike have already been warn by Puntland of the looming danger in tempering with the integrity of the document.

Banaadir is one of the 18 states and under the constitution, it can form a Maamul with a neighboring states and still remain the capital city of Somalia.
