I will form Nation Security Council (NSC) chaired by me.
I will build 20,000 strong force with salary and allowance of $300 for foot soilders.
I will build command structure and accountability.
Nation Ravenue authority bill will be sent to parliament.
A reasonable tax will be imposed and collected.
Security force will be paid before everyone else.
The government target will be to secure the country in two yrs time and by the time my term is ending Somalis should be in charge of their affairs.

I would focus first on security, and expelling the AMISOM troops from Somalia. Then I would go after every single Somali politician or clan elder who's on the Ethiopian payroll.

But before anything, you have to build a professional Somali National Army that's fully equipped and well-paid.

And if the country was already secure, I would try to sponsor the revival of our Somali culture and heritage.

While at the same time, I would attempt to attract foreign investors into Somalia, promoting economic development and a strong Somali middle class.

Assuming you are of the classic persuasion "Every problem has a solution" you are soliciting responses that will more or less become constrained by an inherent and unobvious flaw. A flaw by intention or the product of indoctrination. Let us also assume the flaw was introduces as a consequence of indoctrination whereby Correcting the flaw will then assure that any proposed solution is free from flaw.

1. There are at present no VOTES by the majority in an Electoral process as such no choice. The exercising of choice is not determinate as a result the outcome is UNCERTAIN. There is a Selection process which is specific and determinate and in such a process a predetermined outcome is more CERTAIN.

2. Where an individual has been placed in a position not by the choice of the people nor by his genuine intention to that role then that individual cannot be considered a LEADER and is merely a MANAGER of assets. Hired employee of an external entity.

3. Definition of a COUNTRY: a nation with it' own GOVERNMENT occupying a particular TERRITORY. There is nothing that can be classed as a country. What was formed by a UNION of two states is neither a union nor a country.

There is no answer to your question because there is a flaw with the question itself and any proposed solution is a solution with a FLAW. The brightest of somalis have gathered together in over 16 international conferences since 1991 and there is no solution in sight. The reason is plain and simple, sentimentalism is preventing reformulation of the actual problem in hand.

Where do I start.

1. Amnesty to any fighters currently fighting the government no pre-conditions blanket amnesty.
2. Corruption would be a capital punishment
3. Make dual citizenship illegal
4. Pass law that you have to spend at least 4 years in the country before running for any office
5. 90 percent tax hike on qat
6. Tax free zones in areas that are underdeveloped
7. Introduce and enforce anti-discrimination laws
8. Forced retirement for any dinosaur that fought or serviced in previous government before 2012.
9. Secure the borders in Kenya and Ethiopia no more part time Somalis
10. Term limit for all civil servants :up:

1, 2, 5, 6, 7, and 9 is good points.

3: You want the best people leading the country. The best usually come from outside Somalia. Is this intended to force the leaders live in mess if they created that mess during the leadership?

4: The best people usually come from outside Somalia. Turning them away isn't good idea.

8: You plan to let them starve also?

10: Dictatorship can be good thing.

Good idea. Where does the money for 20k soldiers come from? Do you also plan to expel AMISOM soldiers at same time as well?

IMO foreign investment is not always a good thing. They desire to make money, you have to remember that. If they do make money, they will bring it back to their own country.

:up: :up: @ culture and hertitage. I would go as far as to ban using English in public places. I know that's ironic for me as I can't speak Somali.

Using Osmanya script would pretty much guarantee that Somali language and culture exists for a long time.

According to my political contacts, the only leader who can fix somalia must have two factors; to be free from corruption and from clan and ideological interests

If he wishes to do so, the role of igad and their clan enclaves will disappear in favour of the central govt due to the westren support that he will receive

Its not about local factors

Its about leadership, ethics and diplomatic relations

If theres a leadership, there will be a good staff and govt based on competence not clan or group loyalties

They will be able to create effective institutions such as police and army

you cant do such thing without funds/$

no one gives you funds if your corrupt

getting the trust of the people is part of this

People dont support the govt bc of its corrupt army, they fear the army more than the terrorists

for the army to behave it needs $

no $ without clean leaders

then you need to have a plan and vision for your national agendas and since you have good institutions that can implement them you will be supported internationally with a new deal to deliver such policies and agendas within your first term

you need to have an inclusive govt and policies to prevent possible dual track policies towards somalia

This will lead reducing the role of igad and the somali regions as anything will be fixed through a consultation with the westren powers who have economical and strategic interests in somalia such as the uk and us

Egad-thiopia and kenya- are worry about somalia having bilateral relations with the westren countries so they support this govts narrow agendas in order to keep somalia away from the west and keep it under them

Somalia is a curse. Why would anyone wish to be a leader in that place?

No leader can fix that place. They all talk but when the reality sets in they all give up and become UN and regional employees. Qoslaye, Sharif no handshake for women are good examples. Even their most divine becomes sewage.

I'd bring in most of the big Hawiye businessmen and hang them by their feet.
Then I'd close their businesses and threaten them confiscation if they dont stop supporting, facilitating Al Shabaab.
A death squad and anti terrorist police force with secret headquarters would be opened in MOG.....9/10 of those arrested would be disappeared. :)

TCG: the cost of running 20,000 strong security force is $10m per month. Currently while Somalia collects tax it's tax system is outdated so you need tax system which simple, fair and straight forward.

It is my humble believe that the country can raise upto half a billion dollar tax easily but to do that you need complete change of mindset and society.

Apparently there r many good Somalis who want to serve their country but many of them do say this is not the right time so we recycle dayuusbaro taxi drivers, welfare cheaters and all other useless people that Prince is suggesting before you run an office you have to stay in the country atleast four yrs.

Somalia is a curse because we let them to make it so.

You say they are all talk, but what about you? Do you care about the country enough to do your bit?

Even only $10 from every single Somali would net you anywhere between $100 million to $1 billion. This is enough to fund a military.

I purpose an ID system like Somaliland. It would be easier to collect tax by checking if they have paid tax or not using computer.
