Central state secretly purposed to Puntland, let us incorporate Mudug into our state and we will offer you 45% of our state Parliament seats and the Speaker of Parliament position. Also they offered the Somali capital seat to a Puntland city most likely Galkayo while the rest of Mudug comes under the Central state. These guys are desperate for a Federal State, Puntland is reviewing this offer at this moment.

Personally I always thought Mudug should have been incorporated fully. It will make central state more diverse and those trouble-making clans can finally live among each other.
