My Arabic isn't good but it appears that they've entered into some sort of unity agreement.

Not surprised if this document turns out to be wrong as Saudi Arabia is 100% pro-unity, they're only seeing the pattern they want, ignoring the rest. There were some cables that the Saudis got so wrong, it's not really funny any more.
