I saw someone do something which I thought was quite strange but before I make a judgement, what do you guys do?

Email or pick up the phone first before you knock on their door.

Right? You'd knock at least or ask if they have a minute. Aboow heelow barged in/walked right in and said "there's something I wanted to talk to you about"...
Isn't that rude or someone actively trying to display their "confidence" aka overcompensating or just plain arrogant

If the door is open I dont tend to knock. But barging in and saying "there's something I wanted to talk to you about" suggests to me that the person was pissed off about something

No he wasn't pissed, it was "asserting himself"

Whether the door is open or not, you should always knock asking if he/she got a minute or if you can come in to talk to him/her about something.
