D&M are angry at Axmed Blackie for rejecting to give them 80% representation in Gedo for JL state.Thus they beleive they have to punish Cawliyahan who even in Axmed Balckies regime have been marginalised.Cawliyan districts in JL have been dished out to D& M and some to Marexan.
So in Konfuur Galbeed D& M have even gone further by claimming that Cawliyahan hardly exist in Bakool.While we know they reside as far as Bay.Sharif Sakin has out righly rejected any negotiations and was on the verge of sending elay militia.

Sharif is under estimating Cawliyahan.Cawliyahan do not need JL backing or Raskambooni militia to exert their influence.Sharif thinks that since Cawliyahan is far away from KDF hence they are powerless.

Cawliyahan got nothing from Gedo because Axmed wanted them to compromise.

Cawiyahan got around 5 seats while D& M got more.
How would two irrelevant ministerial positions be sufficeint in Konfur Galbeeed? They dished out more seats to Ceyr who just run farms in Lower Shabele.
Sharif did not use district based representation he gave like 50% to Lower Shablle and shared the other 50% to Bay and Bakool of which Bay got the lion share.
