President Barack Obama is expected to announce executive action on gun control after the New Year, fulfilling his promise of stricter gun control laws in the aftermath of numerous gun massacres during his administration.

Gun control advocates expect President Obama to announce the measures after his State of the Union address on January 12. The executive orders will expand background checks, targeting the “gun show loophole” that allows people to bypass background checks if they aren’t directly “engaged in the business” of firearm sales. Obama’s regulation will likely redefine who’s “engaged in the business” to ensure background check requirements on most gun transactions.

The Senate rejected a similar proposal in 2013, shortly after the Sandy Hook Elementary School massacre claimed the lives of 20 children and six adults.

White House spokesman Eric Schultz said Obama is waiting on a set of recommendations before signing the orders, saying “It is complicated. That’s why it’s taken some time for our policy folks, our lawyers, and our expects to work through this and see what’s possible,” Schultz said.
