Doubtful, Ali Khalif is not willing to risk his standing, there is nothing to negotiate on except Somaliland pulling its troops north of Sool. He literally has nothing to give, and if he does give he can say goodbye to staying president.

Khatumo is an altogether different beast than SSC, it cannot be signed away by any one man.
