Division of Federal and State functions and powers!

DISTRIBUTION OF POWERS BETWEEN THE FEDERAL AND STATE GOVERNMENTS

Section A – Exclusive Federal Powers
The Federal Government shall have exclusive jurisdiction over the matters of:
Foreign policy and international relations;
Fiscal and monetary policy including currency management;
National defence and security across the whole country; and
Citizenship, residency and immigration.

Section B – Concurrent Powers
Both the Federal Government and the State Governments shall have shared jurisdiction over the matters of:
Agriculture;
Airports including military airports and seaports;
Education at all levels, including tertiary education;
Environment;
Health services;
Housing;
Industrial promotion;
Natural resources and utilities;
Policing;
Public Transport;
Social welfare assistance;
Tourism;
Trade; and
Urban and rural development.

Section C – Exclusive State Powers
The State Governments shall each have exclusive jurisdiction over the matters of:
Abattoirs;
Ambulance services;
Animal control and diseases;
Archives including national archives;
Beaches and amusement facilities;
Billboards and the display of advertisements in public places;
Cemeteries, funeral parlours and crematoria;
Consumer protection;
Disaster management;
Indigenous and customary law;
Libraries including national libraries;
Museums;
Pollution control;
Population development;
Property transfer fees;
State planning and development;
State cultural matters;
Public works;
Road traffic regulations;
Soil conservation;
Street trading;
Street lighting;
Traffic and parking;
Vehicle licensing; and
Any other matter not mentioned in either Section A or Section B.

i think this should come under federal system.

Yea it looks good. I heard the Somali constitution is somewhere on the Internet (in English), but i haven't gotten around to reading it.

no its not , its the minimum amount a central government should have to be relevant otherwise we'll pass from true federalism into outright balkanization

puntland should allow the federal authorities much greater control - you don't want to be isolated like somaliland

War there is nothing Federal about Somalia.
You have sectors each ran by African Missions.

The somali tribes have always behaved as independent nations
having federal system is the closest thing we have to forming a functioning country.

I agree, federalism is the best way to go, but it needs alot of work.

The federalism we have is based on Qabiil. We need to move away from that, and into something similar to what the US has.

18 states (or Gobolo) based on population, just like the US.

I am sure its gonna take a while, but thats where i see things going in the next decade or so.

puntland will always be like zanzibar in Tanzania but even with greater autonomy... unless somalia is declared a kingdom with the seat of the kingdom in qardho..

Why not go as far as becoming a own country?
I am sure 99% of the somalis would want that.
