PL and JL must let this one ride even tho 4.5 will cause them a lot of strain, so in a way the international community is kinda bienng fair here give the darods federalism so they can fully control thier vast teritories and give the rest 4.5 so they can have some sort of existence.

still believe 4.5 is useless
