GAROWE, Somalia-United Nations envoy to Somalia Ambassador Michael Keating has arrived in the northeastern State of Puntland on first visit since being appointed to the post, Garowe Online reports.

Puntland government officials On Tuesday received his delegation that also includes representatives from IGAD, Italy, EU, Britain, US and Ethiopia.

At a joint press conference with new UN envoy, President Abdiweli Mohamed Ali said that he discussed consolidation of Somali peace process and 2016 elections with Keating.

Ali expressed delight with the arrival of delegation composed of international community representatives who will confer with political and community leaders and civil society on new electoral model. 999

“This delegation has come to Puntland to listen to the views of Puntland people including politicians, traditional leaders and civil society groups, grasping of consolidation of Somalia’s peace process and vision for 2016 elections,” Puntland leader told reporters at the State House.

On his side, Keating praised Puntland on role in national politics, further noting that he will meet political and traditional leaders as well as business community members about 2016 election proposal.

Over the course of his three-day stay in Puntland, Keating might have tough talks. On Monday, Puntland clan elders railed against any return to controversial 4.5 power sharing formula, a blueprint endorsed by international community representatives.

Your Excellency, the SRSG of the U.N. to Somalia, Excellencies, Ambassadors of the International Community, Distinguished Members of the Delegation, we thank you for your trip to Puntland and for this opportunity to meet and discuss the political dispensation of the future Somalia.

1.0 Excellences as you are aware, the clan based formula or “4.5” is considered in Puntland to be something of the past. During my tenure in office (Jan. 2009 – January 2014), it was agreed in Feb. 2012 that 4.5 scheme would be used only for 2012 election. That year, our administration sold to the people of Puntland to accept 4.5 scheme only for the selection of Lower House of Federal Parliament and that the Upper House would be based on constituencies. In Garowe Principles II, it was also agreed as a compromise that the both Houses of Federal Parliament will be based on constituencies for 2016 elections. This was a comprise agreement reached by then-Roadmap Signatories – including myself, current Puntland President Abdiweli Ali Gaas (who was TFG Prime Minister in 2012), and Sharif Hassan Sheikh Aden, current president of ISWA (Interim South-West) – who was Speaker of the House in 2012.

The agreement’s principles were reflected in the Federal Constitution (PFC); see the Articles 204 (tempered version is Article 138), 64, 72, 73, 48 paragraph 2, 49 and 96.

The Puntland people and its current leadership are within their
legal and constitutional rights in rejecting the unilateral election
blueprint proposed by the Federal Government of Somalia (FGS)
under President Hassan Sheikh Mohamud for the upcoming
federal election.

have interest in the south. Otherwise PL could made it's own
country long time ago and got it's own aid instead of begging Mogadishu.

canvasing trip to Garowe to find out a political attitudes ahead of a
2016 election model would have been better if you come to us for
discussion before the International Partners quickly endorsed the
unilateral blueprint re-election campaign of the incumbent
President of Somalia. This may not give Puntland any other option
but to stay out from this process. Things went too far, Somalia has
yet to reconcile!

An ignorant way of life that says a Ph.D. Holder and a goat herder can both represent us equally, both at home and abroad.Just please look at the ambassadors of Somalia majority of them are former cab drivers, but the clan system allows them their position. Sumubardi, you obviously have not been following Somali politics, Puntland is not dictating which electoral model the entire of Somalia should adopt but rather wants to enforce what was agreed upon by Somali oo dhan in 2012 when the road-map was signed by all the clans and their representatives, It was than agreed that in 2016 Somalia will move away from 4.5 and Puntland agreed for the 2012 elections to be based on 4.5 since it would be the last time it would be used.

Now NGO President wants to Ignore that agreement his cousin assigned but does not understand it is legally binding.

Incognito the law is on our side, International Community has no choice but to enforced passed agreed upon agreements, or Somalia is going to Al Shabaab because Puntland is ready to pull out. How can we share a country or dawlad with people who have no respect for legal documents?
