That is until I had an interesting conversation with an old friend who has spent the last ten years working with Ngos in p/l.
The Togdheer river is a seasonal river that originates from the highlands west of Burco, flowing east through the Nuugaal valley to Garowe before reaching the Indian ocean at Eyle in p/l. The Togdheer river is further boosted by other seasonal rivers from as far afield as Ogo,Sannag and the Sool plateau.
To cut a long story short the land east of Garowe can, with capital investmensts, be turned into profitable farms. Furthermore, due to it's proximity to the main highway it's produce can be sold all over the north. This was the assessment of one Ngo.
P/l, like s/l, monopolizes all the ngo projects along qabil lines.....there is no way they would allow an ngo to implement such a project on Dhulbahante land.......unless they can exert control over the area.
S/L are not really bothered...they have a secret deal brokered by Gabre wich turns most of the land east of Las Anod into a buffer between s/l & p/l. It is into this buffer that p/l want to expand into.
