Why do people support 4.5?

I dont see why people suppoer the system? Isnt giving power to people based off of these so called tribes/clans a recipe for faliure.

Im not making this thread to start a war, im asking why anyone would want to keep somalia with a tribal society. Making districts/provinces that are able to make decisions for themselves (much like the states) with the federal government regulating them sounds much better.
