i heard the government spends 30% of their gdp on the armed forces, so i'm not suprised that they have a lot of money lying around, they should lower it and spend the recommended 2% on their armed forces, the rest can be used for useful stuff like education and healthcare!

this raises more questions actually, in no normal country in the world do you see the armed forces donating money towards civil programs.
Trust me you don't wanna a dysfunctional state like Egypt or Pakistan where the military is a state within the state controlling enterprises and huge parts of the economy, power corrupts, Somaliland is more serverd with re-evaluating the budgets allocated to the armed forces and redistribute that money towards civillian sector.

I read somewhere figures were closer to 50%, either way it is too damn high, and as you said, some of that monies should be allocated in areas where the needs are far more pressing like the ones you mentioned.

Having said that, I still commend Somaliland arm forces for their generosity in helping their brethren affected by the drought.

If the army as an institution is having surpluses and doing various philantropic work as building a school cadaadley and now this, there haven't been a good enough budgeting, the armed forces of a country are not supposed to do this kind of civilian work, something is off. What more is it that we don't know? This is Africa after all, I'm not one of those who will simply clap my hands and say job well done, in some of the richest countries on earth their defence budget is tight, barely a single penny over, because they know excactly how much to put in security.

The army should continued to be paid their 20-30% but I believe they don't do enough.

They don't need to be wearing that tuuto 24/7 but they need to do more civilian jobs such as digging dams, wells, roads and homes for the community.

They don't do any of that and my respect for them is low apart from the few that maintain security. The rest of them just chew themselves to death.

Big reforms are needed.

Donations should be welcomed. Wa sadaqo but it doesn't excit me like $50 from Nimco Dadaax.

I don't think the government spends more than 15% of its budget on defence. 75% of the budget is spent by the wasirs, their deputies and families.
But then again what do you expect, this is Africa.

I don't care whether they are given 5 percent or 50 percent, the central budgeting as well as the army budgeting is defunct, the army is not working up to it's budget to fully, it's not effective. But I do think awrastaales idea is good.

If we go by Yusufs figure of 57 mill for 2014 , then Somalilands defence budget is 19 % of the total state budget which was reported to be 300 mill USD. The army should be investing in resources to protect us and not a single dime to other projects, this is crazy and by security not wise.
But then again since we have so many clepto's in the civillian departments who can really blame them
