Saudi Arabia will introduce a "green card" system within five years to allow resident expatriates in the kingdom to have more rights in order to improve its investment climate, Deputy Crown Prince Mohammed bin Salman said on Monday.

Speaking in a television interview, he said planned sweeping reforms, of which the proposed green card is one, will be implemented even if oil prices rise back above $70 a barrel and pledged to end Riyadh's dependence on crude revenue by 2020.

OMG!!! Saudis are panicking! They are actually thinking about their slave "expatriates"????? My God! They actually want their money??? By giving them green cards, they can track them, tax them, and u know abuse them more! Anything to gain more revenue, since oil is soon to be OLD NEWS!!!

Apparently, they want to reduce the flow of cash out of Saudi Arabia by encouraging
expat to invest their earnings inside the kingdom. 40 billion dollar is leaking outside SA each year which
they want to lower. System is expected to immediately save 10 billion dollar in visa processing expense. Attract
foreign investment and canceling sponsorship system. You know something is up when they're willing to sell their oil company
to invest in non-oil sectors. It is much when considering the budget of the whole country is only 190 billion with around 20% deficit.
