Djibouti tycoon linked to Somaliland-DP World deal

HARGEISA, Somaliland-Djibouti’s richest man Abdirahman Boreh appeared during a signing event held for agreement signed by Somaliland and Dubai-based firm, DP World, raising questions over his role in the deal, Garowe Online reports.

The presence of Boreh, a critical tycoon who is in self-imposed exile could trigger a diplomatic spat between Djibouti and Somaliland, officials said on condition of anonymity.

Boreh has reportedly cooperated with Somaliland representative in Dubai Bashe Awil Omar, and convinced the shipping and port operator to invest in Berbera port.

Somaliland has already complained of cool reception accorded to President Ahmed Mohamed Silanyo at inaugural ceremony for Djiboutian President Ismael Omar Guelleh.

Somaliland high level delegation led by Foreign Affairs Minister Sad Ali Shire clinched the agreement with DP World which manages 65 marine terminals throughout six continents.

The firm will run Somaliland’s Berbera port for 30 years despite growing opposition to the move, called “improper” by opposition.



In April, 2015, Somaliland delegation that included then State Minister for Presidency Hirsi Haji Ali Hasan, Minister of Commerce Musse Qasim, and Berbera port General Manager Ali Hor-Hor travelled to Dubai to initiative talks with DP World.

Djibouti sentenced Boreh to 15 years in prison in absentia.

Somaliland, located in northwestern Somalia declared its independence from the rest of the country as a de facto sovereign State in 1991 but it has not been recognized internationally yet.

I knew it was him when I saw the pictures of SLND delegation in Dxb, I read him and bashe morgan were lobbying for this deal to happen that the one with the french.
I dont understand what is the importance of this person to be involved in this deal?!...I remember this corrupted government used to brag about signing agreements wtih British law and business management firms to lobby for SL and also give legal advise once an int'l investor want to enter SLND market......what happen to such companies ?!.

if seriously SLND want to provoke Djbouti ,then there is lot many ways we can do so, e.g, we should supported the isxaaqi djboutian presidency candidates, or host the politician opposition in some events,seminars...etc......why u need to pur hand which already a lot of the public believe its a dirty hand and go and shake hand of another suspicious businessman.

not on our account.....What has Somaliland been doing all along to put its fate in the hands of a foreign sole businessman ?
Remember, in politics, positions change and interests vary. Or else, Xersi will still have a strong say in the Kulmiye government, the USA won't sign a nuclear deal with Iran and Sudan would never have allowed South Sudan to exist.

You want to provoke DJ ,thats fine, then do it properly, why involve a burnt card who will only increase the mistrust between the government and the people further.

The deal is excellent and Borreh is a VIP for many reasons.

In fact, if I was in tge gov I do use military force to enforce it.

I'm tired of them crying one day about lack of water, food and jobs and next day they want to tell us the men involved in multi-million dollar deals are wearing wrong colour shirts.

Somalis are mucaraad and the worst mucaraad among them are Idoor.

They will always nag even if you show them the gates of Heaven.

I am convinced like Siad Barre dhangaad is necessary and then they respond better.

The gov should form a new investment unit similar to SPU and RRU.

One helicopter gunship would be nice.

Borreh is welcome and so is Shari Arison ( Israel's richest).

Hawdian , u do realise u r in a somali forum not meeraj an ethiopian forum,right..!!.

if u r tired of practising democracy and citizens excersizing their rights to ask for basic needs such as clean water,employment , transparency ,good governance...etc, then Somaliland is not the right place for you , maybe you need to stick to the Ethiopian Hawd part, where u have a government with 100% election win, i,e NO MUCARIDNIMO.


Landers have fought dictators like ur beloved siad barre and his Devious methods and corrupted policies ,that led to the destruction of what was called Somali republic, only a doqon would repeat such tactics and expect a different results especially when dealing with somalilanders. The faqash regime made Mogadisho one of the most beautiful and modern cities in Africa and middle east back in the 70s and early 80s,he invested in buildings and infrastructure while killing the soul of the Somali people,all what he built had been ruined to the ground and Somalis reached rock bottom with no hope to recover, lesson to learn here is citizens of a state are the real asset that need to be developed and cared for.


You want special unit to protect foreigners and kill ur own people.. :snoop: ....entertaining this kind of thoughts will yield extremism , if the youth are faced with brutal force for simply asking for their civil rights,and protecting their assets,then you only have urself to blame when extrem groups use the frustrated youth to bring down governments and pass their agendas.

Fyi, SL tried this path of forming special armed group ,Oil Protection Unit, to protected oil companies from the local residents and kastummo melitia, their attempts were faced with international objection and putting pressure on UK to stop funding this unit which eventually paid off...its a shame when outsiders think more wadani than ur corrupted officials who only look at very short term profits and bend over at the sight of $$$.
