Cobblestone/Stone pavement for Somaliland town/city streets

On my trip to Hargeisa I have noticed there is rocks everywhere laying around besides the roads, why don't they re-size it and pave
it in narrow market streets like the area where the Masjiid Ali Mataan is located? Seems like there is no local government at all,
no point having "mayor" of Hargeisa, if those basic things can't be done.

We dont have that Habashi culture where they use their poor women to do this labour intensive shit. And our youth are too lazy to do this kind of job. Marmar kaas hsbaysan baa la qaatay.
