Liyu police was created by meles zenawi to handle the ONLF/ogaden resistance and he succeeded in that, though it's the ogaadeen who most suffred in its hands there is an ethiopian policy of letting them target all the clans in somali galbeed in order to turn them against the ogaden issue(diviser pour regner)

Ok, time to answer your questions, Kanna-ddiid. The Liyu Police is an Ethiopian paramilitary force. It is recruited from the local people in the respective Kilils of Ethiopia. The Liyupolice is, I believe, the equivalent of the National-Guard in America. The National-guard is commanded by the state governers in peacetime and by the Federal government in wartime. They also sometimes fall under the department of Homeland Security. The Liyupolice was established solely to defeat the ONLF. Primarily to fight the Ogaden clan led insurgency against the Ethiopia state. They have visited an imaginable cruelty on the Ogaden clan populace. The Ogaden clan is the largest clan among the Somali clans in the Ethiopia Occupied Ogaden, and the Liyupolice are local recruits, therefore Ogadens naturaly make up the majority and most of the commanders, but it is an Ethiopian force, essentially!
