Hawd regional defense forces - a proposal

I think we need to start recruiting at least 5,000 men from Isaaq and Gadabursi clans.

Of which 1k should be deployed on the fronts and paid monthly. And the other 4.5k should be reserve paid quarterly and should report to command once a month and avail on need basis.

The 500 of the 1k deployed men should be rotated every month, leaving each to be on the fronts for 2 months before getting 10 months break of which they will be paid quarterly.

If anything, Somaliland and Isaaq should prepare to invade Somalia, so they sign the papers.
