The solution to drug war and drug addiction is legalization. Holland legalized it, and they have less addictions than France.

The other benefits to legalizing drugs is, it keeps the cost of drugs down, which means less killing and less incarceration.

However, in Murica, the drug war has three purposes: 1) Generate more funding for agencies who are tasked to the drug war; 2) More funding to CIA and it's dark operations in other countries; 3) Keeping the population numbers of the two largest minority groups - Black Americans & Hispanic Americans - down by getting so many men and women arrested.

To Philipines, they have less to gain by waging someone else's war.
