Colombia's civil war ended back in 1991. The western-supported Colombian government won the civil war, the day the Soviet Union collapsed in 1991. That day, the FARC lost their only international support. With no financial or military support from any power in the world, the numbers of FARC rebels dwindled in size over 100,000 men pre-1991 to about 5 to 7 thousand men in 2016.

Actually latin American racism isn't color centric unlike the western world especially in Colombia but more to do with profiteering, drug routes, social cleansing through land uprooting again for Coca and other mineral fertile lands. More dangerous than being black is becoming a social activist in these places. 40% of Colombia populace identify themselves as neggros or morenos.
