A budget is not about a number that is announced. Rather it is about income vs expenditure.

We hear about the so called income (i.e. budget expected) but we never hear about what actually came in and what was spent and if there is surplus or deficit.

I believe there is a lot of surplus that ends up in the pockets of the officials including Samsam. Samsam is a big time believer of Maryo Allolism, isku haye iskama hagrado.

So before you congratulate Samsam first understand this is just the first page of the budget book.. you will need to get the rest of the pages to get a full picture.

I am reading some numbers here and trying to make sense of it. I am not sure what the f*ck they are talking about these numbers.

Can someone please crunch them and turn each into USD or EUR.
