Dhulbante are part of PL they have all the right to use all PL land or sea.

SL citizens or Galnis citizens or any somali from Republic of federal Somalia has the right to live and work in PL as constitution of state.

I doubt it very much if any Isaaq from Burco can take his family and animals that far. It's too expensive and geographically illogical.
