Why doesn't Ethiopia, a nation of 94m, start building settlements across the border?
We don't have the muscle to resist.
We don't have any real allies as no one has any love for Somalis. I guess it helps that our land is not really desirable to them but surely they would fancy an outlet into the sea.
You forgot Ethiopia is multi ethnic country majority of its people are marginalized groups who have no power to defend themselve forget about invading others. One of the reason somalia was able to defeat ethiopia in 77 before the Soviet intervention was becouse of this. The somali army invaded somali lands and oromo but never reach the highlands

first alshabaab, the youth massacred xabashis in Mogadishu, Ethiopian soldiers were mainly gabaray from rural villages, alshabaab were mainly local boys from the hood, they killed thousands of xabashis in the streets shooting them from every window. secondly Ethiopia is a very very very poor country it can't even pay the fuel of its tanks. Ethiopian power is exaggerated by the rival Somali clans, but it's nothing.
Ethiopia does not want to invade Somalia because it knows it can't. Although Somali people are divided politically, the people share a lot such as somalinimo. If they ever tried this all the clans would come and unite to fight the common enemy. This would make Somalia stronger.
Ethiopia does not want Somalia to become strong.

It looks like you want them to take over, why even ask this question... they don't want to take over and that's good, half of our land is already in the hands of others.
you have to understand the current Ethiopian leadership the tigres do not actually believe in Ethiopia, they would rather separate to the greater tigrria stae if they wanted but the west is not ready for this and they are milking Ethiopia now and they also want to make suure ahmara never rise to power by marginalizing ahmaras their true rivals, only ahmara believe in Ethiopia and christian oromos, i believe the average tigre, Ogaden, canfar and oromo muslum do not believe in Ethiopia and will show their true colours if the EU and american cut the funds, Liyu police for example are funded by the British government, , the west is currently paying a lot of bribes for Ethiopia, if the money stops and they will go back to civil war like in the 70s and 80s then Ogaden, tigre, oromo and canfar would go their own way but ahmara would prefer a united ethiopia,
secondly Ethiopia is really poor, then will not be able to hold off somali clans, there are cklans like Ogaden in jubbaland, marehan and habar gidir who have a crazy passion for fighting, those 3 are the 3 craziest tribe who dont seem to fear death, this is what happened in 2007 where you had abgal, habar gidir and Ogadens fighting (hassan turki, ahmed madobe) with a murursade throwing in, somalis cannot be held down, even the US and allies failed in the 1990s, waa chaotic race who are very war like, and they also seem to unite when faced by an outside enemy and also incredible arrogant and big heaed stubborn, somalis dont give up (well unless you bribe them by giving them money and presidential titles, federal/regional presidents, PM titles etc.)
mark my words, as soon as ethiopia is curt of from western milk supply/ funding for military it will crumble, heck somalis would most like invaded them as turn the country into a moryaan state if the west steops out of the picture, the average Ethiopia wants to be a farmer, average somali waa geeljire, ethiopians like peace and clean country, somalis waa chaotic and destructive by nation,
