Boreh has an huge axe to grind with Djibouti. He's the one who helped facilitate negotiations between DP World and Somaliland.

Berbera cement plant is already progressing, Dahabshiil, and other Somaliland companies are investing this cement plant, not sure ina Boreh.

The state should develop the cement industry so that it can sell cement to Somalilanders at lower prices.
I don't support private investment of any sort.
