What the hell is this shura council? Is it real or lies against SL

who gave these people authority?

The Shura council was established in the 1990s based in the city of Burao (capital in the Togdheer region)

What the hell is shura? Shura is a salafi term for a house of councillors. Maybe they meant the Gurti.
