1) The Khawarij use to make takfeer on major sins like Zina, Drinking Alcohol, Murder, Rape etc but Al Shabab doesn't do that. Rather they are making takfeer on those who commit Shirk/Kufr Akbar (like ruling by other than the Shariah of Allah) which is legitimate.

2) That hadith you quoted is weak.

I don't agree with Al Shabab but they are certainly not Khawarij with all due respect.
