1. The re-introduction of meritocracy. The appeasement of Somali clans only invites conflict. There are few lucrative positions, and too many competing clans. There is no way to keep everybody happy. Now that farmaajo has made his administration, he should find ways to fire the clueless buffoons that got their jobs through appeasement, only to replace with competent nationalists.
2. The creation of an inclusive SNA with a quota for officers from each. This isn’t meritocracy, but lets be real. Lets take some baby steps.
3. The construction of a hospital, secondary schools, and police stations in every town/city of a population 50k plus. This will reinforce the governments support for federalism and bring the federal states into their fold. I’m not talking about world class hospitals, rather something that can provide a decent quality of healthcare. Also you can find lots of qualified South Asian medical staff that will on the cheap. Not too expensive, not difficult.
4. The arming of minority clans that are being brutalised by clan militias. This will stop them turning to the lesser evil of al-shabab(in their judgement) for protection.
5. The immediate introduction of biometric registration for all government soldiers, and systems that will ensure their regular payment. You can’t expect them to fight competently, or fight at all if you don’t even value their sacrifice.
6. A grand jihad on Al-shabab and other terrorist groups that hide behind the banner of Islam. May the khawarij be wiped of the face of our peninsula.
7. Anti-corruption measures. TRANSPARENCY and ACCOUNTABILITY. What are the budgets and how are they being spent? These measures should include some sort of register for government assets (vehicles etc.).
8. Government intervention in places that are flashpoints or have potential to become flashpoints. Kismaayo, Merca, Gaalkacyo, and Ceerigaabo are problematic places. Some of these cities/towns have fragile stability, others are unstable, and others are probably going to undergo conflict given the political climate.
9. The mass execution of warlords and clan elders that have contributed to conflict in our great peninsula. This includes the filth that have either facilitated the continuation or have incited actual bloodfueds.
10. The proper delineation of the borders of Federal states in accordance with pre-1991 clan boundaries. This to end recurring clan conflicts. Clan boundaries do change over history, but since 1991 they have not changed too much. Shouldn’t be too difficult.
11. The opening of a genuine reconciliation conference. This conference will differ from the previous conferences as it will address the genuine grievances and hate narratives held by some clans, it will not focus only on power sharing systems like the conferences of old. It will symbolize the beginning of a new era of peace and prosperity for the Somali people.
12. The destruction, dissolution, and disarmament of the faction that makes up the illegitimate Galmudug administration. Not only was this ‘administration’ was created by deposed Mogadishu warlords, it does meet the minimum requirement for state formation. According to the 2004 TFG Federal Charter, a federal state can only be formed through the union of 2 or more administration regions. Since galmudug does not have the entire Mudug under its control it meets cannot be a federal state. Lets not forget that the do not even control half Galguduud, it is split between them and their indigenous terrorist organisation (“Ahlu Sunnah Wa Jama’a”). Also, this ‘Federal State’ is headed by war criminals, and is the source of instability in the central regions of Somalia. The situation in Gaalkacyo and Galguduud can attest to this.
I trust Farmaajo will deliver on some of these points. He has already made gigantic strides towards reconstructing the nation. His ambitious plans of creating a true Somali National Army will set the nation up for success. May he be sucessful in his program.
